Phnom Penh: The Phnom Penh Municipal Court is continuing to process a criminal case involving a Vietnamese woman, the president of a private bank, who is currently in prison and has issued tense of worth millions of dollars in “bad checks”worthless checks, pending a sentencing hearing for the accused under applicable law.
This case involves the accused Kong Wirasingh, or Huynh Kimhaw, female, 47 years old, whose occupation before arrest was the president of M.G.N Emperor Bank, residing at house number E2, Borey Tonle Bassac, Preah Norodom Boulevard, Tonle Bassac Sangkat, Chamkar Mon District, and another address in Phsar Thmey 1 Sangkat, Daun Penh District, Phnom Penh.
The accused was arrested by the authorities and detained at Prey Sor Prison for failing to fulfill obligations regarding negotiable instruments committed in Phnom Penh on May 23, 2023, an offense regulated and punishable under Article 231 of the Law on Negotiable Instruments and Payment Transactions.
According to sources, the accused are facing two separate lawsuits, in which the victims were all innocent people who were defrauded by the president of a private bank, who has expertise in defrauding victims of tens of millions of dollars. This means that all the victims lost a significant amount of money.
The source said that in 2016, the Vietnamese woman opened a private bank called M.G.N Emperor Bang in Phnom Penh, recruiting many customers to invest capital in order to earn interest. Seeing that the initial actions were trustworthy, each victim deposited tens of millions of dollars in the bank, and the bank’s president also issued checks to the victims in the amount they needed to repay their money.
But later, when the victim went to withdraw the money, the bank suddenly stated that the check was not cashed and was a “bad check.” As mentioned above, the victim tried to negotiate with the bank manager several times, but in the end, the bank manager refused to meet with the victim to resolve the matter, so the victim decided to file a complaint with the authorities for legal action.
Therefore, the victim hopes that the court will bring this criminal case to a public hearing soon to punish the accused who issued bad checks worth tens of millions of US dollars for their benefit and provide justice to the victim as well.
